Just to let you know you have a reader from the UK who has visited Jamaica many times for long and short stays.
First of all, most telephone companies in the so called 'developing'world are predatory and their only concerns seems to be towards their shareholders and profits. Do the research for Caricom countries.
2ndly: Dancehall has evolved out of a need for dispossessed people to express themselves and have fun. Unfortunately, the musicians, dancers and other entertainers who make up the genre need to collaborate and ensure any monies made are made by the people who provide the entertainment - not outsiders.
3rd: When people feel there is no hope then life is cheap.
